Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

In a large mixing bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt. Whisk until well blended.

Add eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Mix on medium speed for about 2 minutes. Carefully stir in boiling water.

Pour the batter evenly into prepared cake pans. Bake for 30-35 minutes or until a toothpick inserted comes out clean. Let cool in pans for 10 minutes, then remove from pans and cool completely.

Prepare the frosting by beating butter until creamy. Gradually add powdered sugar, followed by heavy cream to reach the desired consistency. Divide into two bowls; tint one bowl black and the other red. Decorate the cooled cake with black frosting using a piping bag and add red accents.
